FORWARD OPERATING BASE FRONTENAC, Afghanistan (Reuters) - Secretary of Defense Robert Gates told troops in southern Afghanistan on Tuesday they would soon be part of a "decisive phase" in the war -- an operation to impose control over the Taliban heartland of Kandahar province.<div class="feedflare">
